As Vietnam accelerates the development of key national infrastructure projects—particularly the North-South high-speed railway and urban rail systems in accordance with Directive 49-KL/TW, Resolution 57, and related National Assembly resolutions—on May 6, 2025, the University of Transport and Communications (UTC) signed a strategic cooperation agreement with major partners in the transport and infrastructure sector. Among them, Phan Vu Investment Corporation plays a pivotal role.

As a leading enterprise in foundation engineering and precast concrete components in Vietnam, Phan Vu will collaborate with UTC and key partners such as the HCMC Urban Railway Management Board, HCMC Urban Railway No. 1 Company Ltd., and Truong Hai Group (THACO) to achieve the goal of mastering the full technology chain in the railway sector—from technical design, manufacturing, and testing to product standardization. This partnership aims to localize the entire railway value chain, enhance national competitiveness, and reduce dependence on foreign technologies.

The strategic agreement between Phan Vu and UTC also emphasizes the development of high-quality human resources and knowledge transfer, including the following key areas:

Strengthening the integration between education, scientific research, and real-world industrial practices, leveraging each party's strengths in innovation and technology application.

Phan Vu will support UTC lecturers and students through company visits, internships, joint research, and development of practical products for construction and transportation sectors.

UTC commits to training and prioritizing the supply of human resources for Phan Vu in disciplines aligned with the company’s core business areas.

Under the agreement, the university will serve as the hub for foundational research and high-quality workforce training, while the partners—especially Phan Vu—will act as the application and implementation units, forming a deep, efficient, and closed-loop collaboration. This integrated ecosystem is a crucial step toward establishing an independent, self-reliant, and sustainable Vietnamese railway industry, enabling the country—and Ho Chi Minh City in particular—to develop modern railway systems tailored to its own capabilities.
